A Covenant-breaker, Jamil Irani, tried to stir up trouble by implicating the Bahá'ís with Saláru'd-Dawlih, an ambitious brother of Muhammad-'Ali Sháh who had been deposed by the 1909 Revolution in Iran. The allegation was investigated by Lord Plummer, the British High Commissioner in Palestine who learned the truth of the matter.
